
The “HR Strategy for Researchers” is a set of initiatives aimed at the implementation of the European Charter for Researchers and the Code of Conduct for Recruitment (C&C), grouping the EU principles that rule the rights and duties of research institutions/universities and researchers at all stages of their career.
The adoption of a Human Resources Strategy for Researchers (HRS4R), incorporating these principles, allows public or private research institutions to assure a more sustainable career of researchers, according to the EU recommendations, and to be acknowledged as Human Resources Excellence in Research.
In recognition of Unifg commitment to continuously improve its human resources policies in line with the European C&C Principles and to achieve fair and transparent recruitment and appraisal procedures, the European Commission on 10th March 2010 has granted Unifg with the ‘HR Excellence in Research’ award.
- February 2009: a Technical Working Group (TWG) was formed and it was composed of researchers, professors and administrative staff. The TWG have had to draw up a draft proposal of Human Resources Strategy for Researchers according to the Initial Assessment (IA) results;
- April 2009, the IA, for a wider possible diffusion, was matched with the “research quota 2009” (provided by the institution after the monitoring of each researcher activities) and so diffused to 164 researchers, 93 associated professors and 93 full professors.
- June – September 2009: a draft proposal of HRS was drawn up according to the data analysis of IA and the recommendations of the TWG. The main gaps were identified and actions were planned to address these issues and a final proposal of HRS was sent to all Departments of the University of Foggia to receive their approval or possible integrations/modifications needed. In February 2010, the final HRS4R proposal was approved by the Academic Senate;
- March 2010, the European Commission assigned the HR Excellence in Research Award to the University of Foggia;
- August 2012, the European Commission approved the UniFG's interim assessment so that the UniFG could still use the HR Excellence in Research logo;
- November 2012, the new version of HR Strategy was discussed and approved by the Academic Senate. The HR Strategy was updated and approved by the Academic Senate in November 2013 and later in May 2014;
- July 2014, the HR European assessors confirmed the HR Award;
- January 2015, following the positive outcome of the onsite visit, the UniFG had the award renewal as Human Resources Excellence in Research Institution;
- November 2017, the UniFG Academic Senate approved the updated HRS4R, in accordance with the HR assessors’ recommendations and the "strengthened HRS4R” (entered into force on January 1, 2017), which incorporates the principles of open, transparent and merit-based recruitment of researchers (OTM-R);
- May 2018, the Academic Senate approved the revised HRS4R of the UniFG, according to the European Commission suggestions given in March 2018, and the HR Strategy internal review of the period 2015-2017 was approved, too;
- May 2019, the UniFG received the second onsite visit by the HR external experts;
- October 2019, the European Commission communicated the positive outcome of the inspection and the confirmation of the HR Excellence in Research Award;
- June 2021, the Academic Senate approved the monitoring of HRS4R Strategy actions for the period 2018-2020;
- July 2021, the Academic Senate approved the updated HRS4R and the OTM-R actions for the period 2021-2023;
- October 2022, the UniFG applied for renewal of the HR award by the internal review;
- March 2023, the internal review for award renewal had a positive outcome;
- March 2024, the Academic Senate approved the monitoring of HRS4R Strategy and OTM-R actions for years 2022 and 2023;
- October 2024, the Academic Senate approved the updated HRS4R and the OTM-R actions for the period 2024-2026;
- March 2025, planned onsite visit for the HR award renewal.
